Director of Regional Technical Laboratories - Providence Regional Laboratories, Portland, Oregon

We are seeking a Director of Regional Technical Laboratories that will provide technical leadership to the Oregon rapid response laboratories and collaborates with the Technical Director of Core Laboratory. The Oregon region includes eight rapid response laboratories.

The position will focus on three major areas: 1) standardization of rapid response laboratory testing 2) collaborating and communicating with clinical providers (Providence Medical Group (PMG), chief medical officers (CMOs), Oregon Medical Executive Council (OMEC)) and 3) providing technical expertise and leadership of clinical laboratory testing services for the rapid response hospitals. In collaboration with the Technical Director of Core Laboratory, will lead the efforts of a rapid response laboratory test validation, implementation and automation team.

The Technical Director of Regional Laboratories will work in collaboration with the Regional Laboratory Administration and Regional Medical Director to develop a strategic plan that includes standardization for targeted optimization of test menus according to patient populations served and clinical needs.

In collaboration with the designated Clinical Laboratory Improvement Amendments (CLIA) Medical Directors, the incumbent will set policy and establish procedures for the scientific and clinical evaluation, introduction and modification of laboratory methods to maintain the highest standards of performance with consistent high quality and meeting compliance requirements with regulatory agencies.

Works closely with leadership in Regional Laboratories, as well as with other clinical departments within Providence Health & Service to ensure the appropriate, effective, efficient, safe, and service-oriented delivery of patient testing.

Acts as a liaison with other departments, Laboratory Administration, Pathologists and Staff Technologists. Supports the business development and marketing programs of the Regional Laboratory by acting as a Clinical and Technical Consultant to laboratory clients, client services, laboratories located in the satellite clinics, laboratories located within other PH&S Oregon hospitals and to laboratories that contract with the Regional Core Laboratory for such services.

Working with PMGs and CMOs, regionally and system wide, the technical director of the Regional laboratories acts as a clinical consultant on appropriate test utilization projects.

In this position you will have the following responsibilities:

•Develop the strategies, goals, and objectives for the Regional Laboratories in conjunction with the rapid response laboratory administrators including the director of finance and operations, the Regional Medical Director, the CLIA medical directors and appropriate clinical practitioners


•Collaborate with the Technical Director of Core Laboratory to assure standardization and implementation plans are cohesive and synchronized


•Establish policies and procedures for the scientific, technical development, clinical evaluation, and implementation of new methods and activities which complement the Regional laboratories


•In coordination with the Technical Director of Core Laboratory provides guidance and support for the development and review of the technical, operational and financial aspects of plans for laboratory testing


•In coordination with the Technical Director of Core Laboratory and the CLIA medical directors, provides guidance and support for the regional quality programs to meet regulatory requirements; and maintains the Regional laboratory departments in a state of readiness for inspections by accrediting agencies such as, the State of Oregon, The Joint Commission for Accreditation of Health Care Organizations and OSHA


•Support the activities of the Executive Director of Oregon Regional Lab Services as necessary to achieve budgeted expense and revenue targets and aids the Regional Management Team in preparing the budgets for new services, capital equipment, personnel, and direct expense budgets


•Provide technical direction and support in conjunction with Regional Medical Director and CLIA Medical Directors


•Initiate new procedures as needed to support Regional laboratory organizational goals


•Assure that technical decisions are made with regard to patient care and overall testing and operational issues


•Review relevant clinical literature that applies to current practices as appropriate, and product evaluation and new methodology data with the appropriate staff


•In coordination with the Technical Director of Core Laboratory provides and establishes specific research projects for the purpose of evaluating new products, new methods, and clinical trials; answers technical concerns in support of the Regional CLIA directors; writes and presents data from diagnostic and research projects for meetings and publications; and maintains professional growth and development through the literature, seminars, conferences, and professional affiliations. Participates in Providence Health System projects and committees as requested


Qualifications:

Required qualifications for this position includes:

•Ph.D.-OR- M.D


•Coursework/Training: Clinical chemistry post-doctoral training in a COMACC certified fellowship with board certification by the American Board of Clinical Chemistry (DABCC or ABCC) or the National Registry of Certified Chemists (NRCC)


•Board certification by the American Board of Clinical Chemistry (DABCC or ABCC) or the National Registry of Certified Chemists (NRCC).


•Three (3) years of Experience in clinical laboratory tests development and implementation


•Six (6) years of Demonstrated experience in Clinical Laboratory Medicine as a technical director or equivalent.


•Six (6) years of CLIA, CMS, CAP, TJC regulatory environment
